The question of financing of the scientific libraries - proposals and initiatives.
The article touches upon the problem of subsidies that the State Committe for Scientific Research is supposed to provide for library activities. The authors propose that the Committee adopt the following priorities (based on thorough analysis of the needs of the scientific libraries) while distributing funds:
- development of library computer systems
- subscription to foreign scientific periodicals/sources
- conversion of catalogues
- wider use of libraries belonging to various scientific societies
- digitalization of manuscripts, incunabula, and old scripts.

Organizational and functional changes in public libraries: the case of the Wroclaw Public Library.

The organizational and functional changes within the network of public city libraries include basic library services (i.e.lending books and allowing access to information sources) in their scope.
These basic funtions inlude these library services which define library as an institution "open" to all new information/data. Broadening the scope of library funtions, especially by adding informative services, surely facilitates access to information and education. This, in turn, makes public libraries indispensable in creating a modern, information society.

Literature as a source of knowledge about books and libraries.
The author discusses a number of theoretical issues pertaining to the book science in the broader philological context. The author begins by expressing doubts about literature/fiction perceived as a source of information about books. He later characterizes books and libraries from the perspective of logos and ethos and describes epistemological and axiological myths associated with books. He then postulates hermeneutic interpretation of the notion of a book. The author further presents the scientific/research perspective of the book in relation with personal ethos.

E-print revolution
The issue of quality in library resources' subject cataloguing.
Scientific communication and the way it happens has undergone many changes recently. Thanks to free Internet access, many e-prints are now widely accessible. The possibility of including e-prints into library electronic resources is definitely worth considering. This article offers a description of creation of e-print services, their influence on scientific communication process, and policies libraries adopt while gathering data/periodicals/materials. The most significant e-print services are mentioned as well.

The author discusses legal aspects pertaining to the notion of intellectual property using the example of the U.S. The most important issue is finding the best possible way to safeguard intellectual property against illegal use.
